Firebuy Limited was established in 2006 to deliver English Fire & Rescue (FRS) procurement at a national level. It is a Non-Departmental Public Body (NDPB) and its aims are:

  • To drive the National Procurement Strategy forward
  • To negotiate call-off contracts for English Fire & Rescue Authorities (FRAs) and take the lead in Contract Management
  • to take a lead role in testing and acceptance activities

Firebuy acts as a central procurement body, working closely with the National Procurement  Board (NPB), English Fire & Rescue Authorities, Regional Management Board (RMBs) and the Chief Fire Officers Association (CFOA) as the users "Intelligent client".

The Framework Agreements will deliver a greater standardisation of product range based upon operational risk profiling, interoperabilty and user needs across FRAs, thereby contributing to national resilience along with opportunities to share resources.

what is a framework agreement?

It is an agreement or other arrangement between one or more contracting authorities and one or more economic operators which establishes the terms (in particular the terms as to price and, where appropriate, quantity) under which the economic operator (supplier) will enter into one or more contracts with a contracting authority in the period during which the framework agreement applies.

Who can benefit?


Firebuy Framework Contracts are open to all Public Sector bodies, and some related Private Sector organisations by exception. These are nominated organisations, who although private sector based, are delivering a clear public service.  Firebuy Contracts are largely focussed to service the critical needs of the English Fire & Rescue Services but have clear procurement benefits for other fire fighter based bodies such as the MOD's Defence Service Risk Management Organisation (DFRMO), and Civil Aviation Authority.
